So, you are allowed to upload midis, provided they are of your own creation.
If you're uploading a file, it's a good idea to package it into a .zip file. Perhaps you're trying to upload it as a .midi file and that might be causing issues? It's also a good idea - though not required - to include a text file that credits you as the author. You could also include what your think each song would work well with.
If you're having trouble creating a .zip file, I think you can highlight the items you want to include, right click, and select "package". If not you can download a program that will create .zip files for you. I use jZip but you can search around for a program that suits you.
