So, you are allowed to upload midis, provided they are of your own creation.
If you're uploading a file, it's a good idea to package it into a .zip file. Perhaps you're trying to upload it as a .midi file and that might be causing issues? It's also a good idea - though not required - to include a text file that credits you as the author. You could also include what your think each song would work well with.
If you're having trouble creating a .zip file, I think you can highlight the items you want to include, right click, and select "package". If not you can download a program that will create .zip files for you. I use jZip but you can search around for a program that suits you.

Did you compose the midis yourself? If not, then the file indeed won't be approved, sorry! Midi packs like that used to be accepted (there are still some left), but not anymore.
