Sort of. If you ask the author's permission, you can release direct updates to it that will over-write the previous version.
If the author doesn't want you mucking around in his/her D-Mod, or if you can't find the author, you could release a separate patch. Ted Shutes has done this with a few D-Mods, like Friends Beyond 2. However, the downside is not many people will bother with an unofficial patch. One of these days, I'm going to come up with a name for these unofficial patches and give them their own category, and move them out of Miscellaneous.
