If you don't have an account, just leave the password field blank.
dunno about Fallout but i d know Morrowind(TES 3) is offline(mine may not be steam obtained but i do own the game) and if you cant play offline via platform do this go t your steam map to then to steamapps/common and then the the map of Morrwind there it might take some searching but you shuld find the exe there(can't check in my morrowind map as i don't have it currently installed)and use it's exe(it should then start and Steam doesn't mind as i occasionally start games i got n steam that way)
