I've completed most of the game with and without the cheats (mostly with), but I can't seem to make the wind spirit to talk to me. What to do?

Does it appear?

Could be you need to speak with the wizard at the far west.

I tried speaking to the wizard, have gone back, but it doesn't appear. Is there a specific location I'm suppose to stand? (I've gone around the whole spiral)
