I cannot get into the sanctuary ive bought the bow lore my stats are 13 10 7 do they need to be higher.

Make sure the bow is equipped when you talk to the goblin guard outside the gate.

my bow is equiped so i must be missing something i might have to start over .

You said you've bought the bow lore. Have you bought the actual bow?

As Striker said, are you talking to the guard out the front? Make sure you have the bow equipped when you do so.

If that doesn't work, you're screwed.

You can also get through this bit by causing a ruckus, and just forgetting all about the bow. It's harder, though.

How do you do that?

Nobrains: Have you talked to the mayor and his daughter? The mayor must ask you to find evidence about the goblins before you can get in. The guard will tell you to come back later if you haven't, if it's a problem with the bow he'll accuse you of being the wrong guy.
