I haven't downloaded the Skeleton (don't need it ) but here's how to use the wallpaper. Just place it in some dir. Then go to your desktop and right-click there. Then click properties, you're now at the background tab. Click Browse and go to the wallpaper. You must have the Active Desktop activated to use it but then you have it as wallpaper.

Make sure you unzipped it correctly. This one is zipped a little differently, with an extra folder, so open that folder up and make sure it looks like the other d-mods.

You can do what Simeon said or another way is to open it in your web browser and select right-click it, then select "use as wallpaper".
