I haven't downloaded the Skeleton (don't need it
) but here's how to use the wallpaper. Just place it in some dir. Then go to your desktop and right-click there. Then click properties, you're now at the background tab. Click Browse and go to the wallpaper. You must have the Active Desktop activated to use it but then you have it as wallpaper.
