I am attempting to become a priest and have yet to find a combination of actions that doesn't result in the guard at the Church of Righteousness responding "No services today."

Any hints?

If ya haven't yet got passed it, I still help you. Talk to the girl in DF first, then to priest in ToB. And then to guard. NOTE: You better use the Walkthrough, that comes with the game.
