The Dink Network

I have the Storm Scroll, but when i go to the place i must use that, dink says that the scroll cant be used in darklands. what should i do?

Is the "place you must use it" the place where the dragon lives? If so, you don't need the storm scroll there I guess.
Or the place where you are supposed to talk to the Earth Spirit? If so, you might be having a bug there.
It's been a long while since I last played PQ, so I might not remember correctly...
