dnotalk.c is new in Dink 1.08. It allows Dink to say stuff when he is standing next to nobody (instead of the standard 'huh' and 'I'm bored' things).
key44 is a key, duh. Look it up in a Dink document somewhere to see which key it is.

Just add them to the story dir like any other script. Dink.exe will see if there is a dnotalk.c and use that, if there is none, it'll just use the default texts.
Key 44 is the Print Screen key. So I'm assuming you stumbled across that in a debug file after trying to take a screenshot. If you'd like to know what all the other keys do, open up the DinkC Reference 4.0 and go to Scripts -> Execution -> Summoning.
