Because it would have been more trouble. If I allowed a 10.0, then I'd have to disable a 10.1 or a 10.9, and if I didn't do it exactly right then someone could screw it up and submit a 99.9 or something.
Or you could just think of it as rating the D-Mod from a score of 0.0 (worst) to 9.9 (the very best), where 10 isn't even on the scale.
