Locked room in Terris

What is that locked room in Terris. You can never get in, or can you? You know, the one north-west terris tavern. What is it? I wanna know!
Go to the bar in Terris. On your right there should be a blue man. If nobody sits at the table, just leave and re-enter the bar until he's at the table. He should start a small side quest where the locked door is involved.

I have leaved and entered the bar kazillion times, but there's no blue man. Why?
Maybe you have to come to a certain point in game to make him appear...
He's supposed to appear 50% of the time. Look in the script if you want to figure out his conditions.
I think he doesn't appear after a certain point, after rescuing Nadine's daughter or something.
