I've never actually played Pokemon, but...
"Once inside the Silph Building, head immediately to the 5th Floor to get the Card Key - this will open up all the sealed doors. Head left and then down past the palm trees. You'll reach a Rocket standing by a teleport pad:
Step on the teleporter and you'll be transported to another room. Reuse the same teleporter, and you're back to where you started - and now you can just head down the narrow passway (after beating the Rocket) to collect the Card Key."
