Well, dry air does make it easier to bear the -30 to -40°C (-22 to -40°F) spells so stupidly common in the Northern Finnish mid-winter... It feels much colder in the coastal cities at -20°C (-4°F). I have no idea, but without wind or much humidity... Vukodlak may well have a point there
