Um... no. As I saw in the various implementations of 'points' over the past year or so, giving points for files brought out the worst in people. People would just release crap, in an idiotic quest to get points. Crap files are damaging.
As it is, people reviewing only for points isn't that bad... their reviews have to be approved, and therefore usually aren't crap.
And the weighting of reviews is generally beneficial as well... for those who care about the Reviewer rankings, it motivtates them to write Full Reviews instead of Mini Reviews. And Full Reviews are much more beneficial to people trying to find a file to download than minis.
