You can get a guestbook exactly as easily as you can get a forum (if not even more easy). Suggestions, complaints and comments should be handled by some kind of a comment form (those, too, can be found as ready services online. Try a search on feedback forms or something).
Forums are for ongoing discussion by more or less permanent members - as I see it, anyway. Nobody else will care, if one of your visitors wants to point out he didn't like your choice of colors or something similar. And proper discussion will probably be found at sites that concentrate on some specific topics.
I think you should at least wait until your site gets a _lot_ of visitors before you start a forum. That way it won't seem as if you just desperately want someone to participate, but that you were kind of forced to, 'cause your feedback forms were getting so full
