One second? Wow! You obviously have a fast connection speed. However, ther are many that do not have sppeds that fast. The fastest we have here in NZ (in the mainstream) is 3.5MBps (a recent upgrade). Their are fatser speeds , but they are prohibitively expensive and either only available in limited areas or only available to business (at $1000s of dollars a month!!)
