Er temporarily? Technically, no. But he holds the position of the person to get baninated in the shortest amount of time,ie, anything less than a few months IIRC. Permanently? I believe so.

So evildink may not have been the first person who got permanently banned... Then again, the person Tal refers to reminds me of Jamie/Morpheus/etc. But he never got permanently banned, did he?
