Take a look in the local newspaper or some such thing and see if you have a good, cheap locally-owned provider around you - that's straying from the secure feeling you get when you go with a big-name ISP, but sometimes it's worthwhile. Until she moved out of town, my mom got her dial-up service for about $10 a month from some fellow running a pretty small operation, and we even got quite a few months of free and reduced-price access due to some troubles we had when he first established the service. In the same town, my dad pays a similar price for a local ISP that's been around a while and is quite stable.
