You do need the duck whistle. Since you have the bow now, you can go back to the southern half of Rai and find a wizard who will give the whistle to you. You will find him just south-east of the area where you blew up the trees with TNT. Collect 6 (i think) ducks and use it on that stone head blocking the way to the machine...
