Hmm... a difficult decision.

If you have less money, you're probably better off with the DS. The PSP games range from $40-50 USD (which is ridiculous), while the DS games only go from $30-40.

Beyond that, the choice is more complicated.

If you don't have a GBA, and are only going to be playing games, then a DS is probably the best choice. The GBA has some great games (new Castlevania games, Advance Wars, Mario & Luigi: Super Star Saga, Warioware, etc) that you'll be able to play on the DS along with all of the normal DS games.

However, if you're interested in doing more than just playing games, then you might want to get a PSP. You can transfer movies and music to the memory stick and play them anywhere. You can also purchase movies made specifically for the PSP, but these are a rip-off (typically more expensive than comparable DVDs, with lower quality and less features).
