Eh, the problem is that schools don't do anything and will ignore most problems like this and their roots. All the while, they are focusing on minor things such as making sure the administration office is air conditioned or that any student not in class when the bell rings is given detention and/or a suspension. But that's not much different from how things are in real life... which isn't right either.
The only thing I'm afraid of is that the schools may one day overcompensate (as they often do) for these behaviors and crack-down on minor, maybe even harmless indiscretions.
The modern established education system, in my eyes, cannot even reach the lofty heights of mediocrity.

I've also lived in Canada. It's quite a bit like the U.S. only with a bit less of a "Go Fark Yourself" attitude, which has grown rather prominent and wearisome as of late.
