You would think that, horrible as it sounds, they'd detain people escaping the building.
They didn't even have enough ambulances: they just weren't prepared. The Chicago Tribune described the attack as "haphazard". It was a tough situation, and the Russians had to improvise, but that doesn't mean you can't blame them for screwing it up. It could have gone worse, but it could have gone better.
Apparently the terrorists had been setting up the explosives all summer... scary.
