How many RPG's have even been made with both story and gameplay? I haven't played too many, but one-or-the-other seems to be the rule.
Basically, a game rewards you in certain ways for doing certain things. A story based game rewards you by unlocking parts of the story. A fighting-based game *usually* rewards you with levels and items. Are the two incompatible? I doubt it. Unlocking the cutscenes certainly was part of my motivation for playing Diablo II. But in general, you either collect stuff or follow a story, and collecting stuff works better in games with a lot of fighting.
The only RPG I know of which combines truly good gameplay with a truly good story is Grim Fandango.
Oni is probably the best example of fighting to advance a story, and although the story kept me playing to the end, I couldn't call it brilliant.
