Any fool can use a computer. Many do. 
What is the difference? It sounds like it's still graphics someone else has made?

The difference is, in a D-Mod one can use graphics from other games and use them in a nice way. The D-Mod would be reviewed and the author would get credit for everything s/he has done; the entire D-Mod and the nice way s/he used the graphics from other games.

But in graphics packs (ripped from other games), there's nothing to credit the author for. S/he has simply put them all together in a zipfile, along with a readme and that's it. And then there comes this "It was rampantly abused in the past" which is why those kind of packs will no longer be put up.
