You feed the madness, and it feeds on you. 
Not sure how many moves, I don't count them, but it takes me no more than 5 minutes to solve a randomly scrambled 5x5 sliding tile puzzle just using the logic I explained above. My best time is 33.4 seconds (there's an app that has these types of puzzles on them). They aren't hard if you stick to the above approach. I think people probably get confused at the end of each row (the last 2 tiles), if you try to just place each one into position singularly you can end up in a loop where they are back to front. To rectify this you gotta place the last 2 tiles in the row correctly next to each other, but down on the next row and a couple of tiles to the left, then snake them into position(keep them together, move them both, not splitting them up, if that makes sense), that works everytime.
