This is a pretty good idea for a contest. Just a few suggestions:
- Don't disallow changing the original DMOD. Unless the unfinished DMOD is pretty much finished (everything finished except the story) you will struggle to not change too much, especially if you want the style to not be too dissimilar within the DMOD. You can make it part of the spirit of the contest to not alter the original too much but don't set it in stone.
- The unfinished DMOD should be relatively short. People won't enter if it initially seems like too much work to finish.
- It's probably easiest to specifically create an unfinished DMOD for the contest, but that would probably have a negative effect on the number of participants. So maybe find one that has already been uploaded?
Overall I like it, just don't know if there would be enough people willing to enter. I hope there are.
