Ok I'm not into science at all but doesn't the simple mechanics of a power plant mean the flowing water produces kinetic energy that turns turbines, generators, etc., that produces energy? And nearly all power plants get their water from lakes and resevoirs with dams which have water inlets (or whatever you call them) down low toward the bottom of the dam. The deeper water is always much colder than the surface. Kyle's quote is "lose their power supply because the water won't cool down".
He's talking about countries that are not normally so hot which means the sun has not had time yet to superheat the lake or reservoir into turning over. Do you see where I'm going here? But.... like I said, this is not my field so I'm probably way out of my league. Think I'll hush. Good morning everyone.
