Fallout New Vegas has much better writing than FO3. However, the latter gets shit on a lot for being the first Bethesda game in the series, and completely changing the type of game (3D shooter instead of isometric turn-based). As far as individual games are concerned, I actually enjoyed FO3 more of the two. The locations are more interesting, and exploration is more fun. Basically the whole open-world sandbox shtick Bethesda is known for. But both are good, so whatevs.
Oh my god, mods. So many mods. There's even another website dedicated entirely to sex mods. Personally I mostly stick to quality of life and immersive mods (being able to see your own feet when looking down, being able to physically lie on beds, that sort of thing), so I don't know any good ones that overhaul the gameplay, but you will want to get bug fixes. There are so many crashes and infinite loading screens in NV, it'll drive you nuts sooner or later.
