In absolute terms it doesn't, of course, but it is one of those throwaway words people use all the time just to try to appear more noble, even when whatever they say next is completely contradictory. For example, "I dislike violence, but I'd really like to cave that guy's face in!", or "I'm no racist, but jews should just go away."
It's nothing compared to 'No Offense', though. That phrase's the worst. "No offense, but I really wish you'd ducking die!"
