Well, over here it says "The theme for this contest is Silent Protagonist. This means that, outside of the introduction and/or finale, the player character can not talk."
So I'd take that to mean he has to be silent throughout the part where the player is actually in control, but could talk in beginning/ending cut scenes if you wish.
