Cthilmor side quest? Why would what should be a major boss be demoted to side quest boss? As for Jack & Jill as a cameo, they show up to often for that to be a cameo. They'd probably end up being a somewhat major boss for a while until they finally get killed off. Or resurrect that duck head.
I agree Cthilmor seemed like the most urgent threat apart from Monkeynuts he should NOT be a sidequest.
