If people don't want babies, then they can stop porking each other constantly. The best way to cut down on teenage pregnancy is to show them the realities of it, show them how screwed up their life becomes because they can't keep their pecker in their pants.
I think Scratcher's reply to this hit the nail pretty good. We as people should be at the point where we can teach our children about sexuality and sex (including the safety part of it) as commonly as we can talk about a chair in the living room. Instead, we don't do so, and our children grow to be embarrassed about even admitting to themselves that they are sexual beings. This of course leads teenagers to become hesitant, a little scared, and thoughtless about sex, which again leads into mistakes and teenage pregnancies.
But there's another problem there. Not everybody just goes screwing in the bushes, so to speak. There's rape too. I think women who've been raped and become pregnant because of that, should have the option of abortion. Especially if they're young. Birth alone is very painful, but imagine an 18-year-old having to give birth to a baby which she never even wanted. Besides, an 18-year-old is practically still in a child-like development stage him/herself.
