In England you have to be 17 and then you can apply for a provisional license.
A provisional allows you to drive anywhere (except motorways) as long as you have a passenger in the front who is over 21 and has held a full license for at least 3 years.
To get a full license you have to take a theory test which comes in to parts - a list of multiple-choice questions and a hazard perception test where you watch a video and try and spot the upcoming hazards. If you pass that you can take your practical test, where you drive around and try not to run people over.
Once you have a full car license this also covers a motorcycle (only up to 125cc until you're 21) but you have to pass a Compulsory Basic Training test.
With a provisional license and a CBT you can also ride a scooter or motorcycle up to 50cc.
