Beating a child in a way that won't really scar them is all right if they deserve it, but burning and beating with a belt is going too far.
Also, cutting off a person's hand for stealing IS a Muslim law (which is a good law if you look at it as a deterrent) but very few Muslim countries actually cut off hands for stealing and anyway, India is a dominantly Hindu country and I doubt a child steals anything valuable enough to be classified as 'cut-off-hand-worthy'.
