The word 'Terrorist', used more in the earlier years after 9/11, was used more as a generalization of those of Arabic descent. Mostly by the kind of people who take things too far.
Though it isn't used as much as it was then, it can still be pretty rude, or insulting, to a person, even if they aren't of the generalized ethnicity.
This Ghost wouldn't have used that unless he/she were actively trying to insult someone.
