If you don't have an account, just leave the password field blank.
Only if it's directed at a staff member, since no one except the recipients can read the PM. If someone abuses the PM system, it's up to the user to report it to staff- this is one thing where I'm sure we can easily get someone with admin rights to deal with the problem.
