First of all, ROMs and ISOs are always illegal. They are even illegal when you own the game, because it is not a carbon copy of YOUR game. Having said that, it's considered "fine" by most companies and the law system if you own the game. So, I have no idea what crap you've been reading, but it's not even near to legal.
Second, I think you should always support a developer of a game you really like. Even if you pirated it and finished it already, buy it if you liked it. It's not a conscious clearer, but it's at least some way of making up for pirating.
Now, onto Silent Hill. I haven't played any of them for more than an hour except Shattered Memories for Wii. I loved that one to death for its amazing story (trust me I don't quickly call a story amazing or even good these days). Now, it's not as scary or gory as other horror games, it's more of a psychological thriller.
The only game series I have always found profoundly terrifying is the Fatal Frame (Project Zero) series. Jeez those are scary to the point I don't want to play them by myself >_>
