Yes, you're best off placing the Windinkedit files under your Dink Smallwood root directory. That's because the folders skeleton and your new d-mods are also folders that should (ideally) be placed under the same root directory. In other words, the Dink Front End will look at your Dink Smallwood directory to detect installed d-mods. So, if it now places your new d-mods under your Program Files, the game's front end will not detect them.
