Control Panel > Sound and Multimedia or whatever > The I/O devices tab/Audio or whatever > In MIDI output select GS Wavetable Synth

Bam, and the dirt is gone.

Otherwise, drag up the relevant slider in the windows volume control manager, SW Synth if it's not up already. It's tricked me up in the past.
