I haven't tried NN so I can't say if NN is good. I have to agree with striker about the making mods for MW. Making mods in Morrowind is one of the best there is period. The best mod for a game would be Dink and MW would be 2nd. In the construction set, you can make your own island, own people, add new graphics in it. So if you want to add yourself in there you could with a real picture. It would be funny if you added iceman. 
You can even make your own items, make new creatures, add new dialogs, make houses, make your own city, make a talking cliff racer, etc. You can even make your own race and whatsoever. 
I've been an elderscroll fan since '96 so no wonder why I enjoy Morrowind. I heard NN is more into hack and slash than Morrowind, but the elderscrolls series are best known for their NON LINEAR GAMEPLAY and it's STORYLINE.
Now I can't wait until Bloodmoon comes out!
BTW are there any expansion sets for NN or no? In NN can you import new graphics like in Dink and MW?
