The guy is a random herbalist. He experimented with several herbs. One of his experiments worked to well and thus the tree blocked him there. And because of that it went to his head. And his second(and last) success where the herb boots. And because he thinks he's so good he asks the outrageous price.
even though in rpg's it actually is quite reasonable to ask that much for something as useful as that.
