Help I have the bow and the bow lore but everytime I go to the gaurd at the santuary he tells me I am too early come back later what do I have to do to have him let me in so I can get the proof I need and show it to the Mayor and save the parade.

Are you sure you have the bow armed when you go talk to the guard? If yes, you have to do some other task before going to the goblin sanctuary...

Are you sure you have spoken with the girl and the mayor enough many times? I'm not sure if you actually have to have the bow equipped, but you could try that.
