Who wouldn't mind having to upload to a free file storage site by logging in and uploading to an account which is monitored be CHD staff daily to check for updates? as insecure as it sounds, i will move files uploaded there into another account that only BG and i have acces to

EDIT: I don't think having an Upload facility will aid your site a great deal, as people will almost certainly upload their files to the DN - There is a far larger user base here. However, such a facility would definitely improve your site. I don't see any reason not to add such a thing.
