how can i get the FIAT Dmod?

Generally, one would download it.

More generally, there is a link to Dmods on the left side of the screen... they're in alphabetical order and they don't all show up on the first screen.

So these are the nOOb's spoken of in "Dink Goes Boating"...why is it they always choose the beheaded duck avatar just like in the D-Mod?

Because the beheaded duck avatar is default

which is why they are noobies in Dink Goes Boating - oh the irony of it all

And if you weren't aware of that, you might be a... newbie.
