The Dink Network

Can someone please help me, when I start SOB I am in a room with a man in the corner, looks like some sort of shopkeeper, there is no dink there and I cant do anything, cant even use ultimate cheat to warp out or anything, what is the deal?

Does that happen when you start the game, start a new game or when you load a saved game?
