i have noticed that near any persons profile theirs a star that shows their rank so i was wondering how do u improve ur rank?

You 'advance in rank' by becoming a staff member.
I am not a staff member here, but I became a staff member on another site.
The way I became a staff member there was by me being courteous and helpful to newer members.
The best way to become a staff member in any site is to be there for a long enough time, to know and follow the rules well, and it doesn't hurt to be active on the forum, to have good grammar, and to have a few staff members as friends. (They will not make you a staff member if you are simply a friend, but a lot of times they will take what they know of you through interactions with them and consider you.)
For this site, I'd guess that making good D-mods, following the rules, and being an all-around nice guy could help you along the way to becoming staff. But, before that happens, you'd have to be very serious about it.

No one manages this site. Some of the staff pop in now and then, but other than that, kerplooey.

Neither Tal nor redink1 have anything to do with the accepting of DMODs and the "downloading of DMODs" as you say. I don't really know if you're implying that the admins control the DMODs or if you just have a simple misunderstanding from your post.

He's never around and emailing him or any other means of contact is useless UNLESS you are Striker or one of the other higher ups who are apparent contacts of him anyways.

Ok karan, I don't think many (any) of us play Grepolis. Redink1 pays for this site to exist. It's probably just direct debited so its an issue of set-it-up-n-walk-away. Only way we're gonna have a new king here is if someone magically fell into redink or Tal's favour. But, since they're basically non-contactable, that's extra unlikely.
