You 'advance in rank' by becoming a staff member.
I am not a staff member here, but I became a staff member on another site.
The way I became a staff member there was by me being courteous and helpful to newer members.
The best way to become a staff member in any site is to be there for a long enough time, to know and follow the rules well, and it doesn't hurt to be active on the forum, to have good grammar, and to have a few staff members as friends. (They will not make you a staff member if you are simply a friend, but a lot of times they will take what they know of you through interactions with them and consider you.)
For this site, I'd guess that making good D-mods, following the rules, and being an all-around nice guy could help you along the way to becoming staff. But, before that happens, you'd have to be very serious about it.
