Basically you have to create each frame, but you don't need to do each from scratch:
Make your graphic, save it. Adjust it a bit, "save as" with a different name. Adjust it, save it, and so on.

You're doomed to frame by frame, as far as I know... unless you go all-out and do it in 3D - I suppose you could just capture the poses as BMPs by tweaking the 3D model into positions.
I personally prefer to heavily edit existing images, cast a rare magic spell, or digitally draw up a few bases and work up from those (ie: featureless dolls)

No, you can automate it pretty simply. Most graphics programs are scriptable to make frame sequences.

Doesn't matter if you do it in The GIMP, Photoshop, Paint or 3DS Max, you'll still have to draw each individual frame. That IS how animation works, you know. With effort and all that.
Well... You can largely automate that process if you use 3D modeling software... Not really experienced in image manipulation software, but that sounds more difficult there...
The process is just different. You will still need to put effort into making the model, rigging it, and then setting the start/end positions of the bones. And fine-tuning it.
